Summary **This Position is Contigent Upon Award** The Federal Government Contract Program Manager has full authority and responsibility for assuring performance objectives and standards identified in the contract are met for all locations including Armstrong Flight Research Center (AFRC) and Ames Research Center (ARC). Responsible for overall management and direction of Protective Services. Provides overall guidance to Site Managers, including functional and operational areas of responsibility, ensuring that activities are following established company policies and procedures, plans and budget directives. Responsible for the implementation of sound financial programs, ensuring that operations are conducted in a cost-effective manner. Serves as principal who is responsible for the administration of each Statement of Work annex, through site managers, for the administration and technical supervision of Contractor employees. The Manager is the primary representative and have full autonomous authority to act on matters pertaining to the services under this contract and annexes, across all functions and acts as primary interface between the Contractor, the CO, and COR. Relocation assistance is open for discussion along with a competitive salary. The salary range for this position is: $150-$185, commensurate with experience and qualifications. Responsibilities * Provides overall guidance for security services, industrial and personnel security, emergency management and communication control center activities. * Provides Site Managers with day-to-day guidance, ensuring sound financial programs and management of personnel. * Plans objectives forecast future directions and determines course of action for protective services departments. * Provides guidance in formulating policies and guidelines required, ensuring cooperation with public agencies. * Develops and manages the organizational and administrative structures to most effectively utilize resources and capabilities to support and deliver protective security services required under the Contract. Maintains knowledge of current procedures and techniques within the security and fire fields. * Ensures that all programmatic activities are in compliance with NASA requirements and procedures. * Ensures that all sites' department activities are in compliance with company policy and procedures, plans, and budget directives. * Ensures personnel requisitions are in accordance with budget directives and overall limitations and operations are conducted in a cost-effective manner. * Develops long range plans for each site's departments and reviews/approves all organizational changes to improve the efficiency of operations. * Serves as primary interface with the customer regarding functional areas of responsibility. * Ensures compliance with Federal State, local, and NASA laws and regulations and requirements and site energy management conservation regulations, collective bargaining agreements, security, safety, hurricane and other specialized programs or contractual requirements relating to the business directorate, working within the limits of established policy. * May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. * Must be available to the Contracting Officer (CO) and Contracting Officer Representative (COR) 24 hours a day, 7 days a week, and shall return calls or messages within 60 minutes. * Oversees and directly or indirectly supervises all protective services personnel on the contract. Qualifications * Direct experience managing federal Law Enforcement contracts with Collective Bargaining Agreements (CBAs). * Must be able to maintain a Top Secret clearance. * Must be at least 21 years of age. * Must possess and maintain a valid state driver's license. * Bachelor's Degree * Must fully comprehend the principles of installation security and resource protection. * Must be knowledgeable in the application of intrusion detection devices and electronic security systems. * Must be familiar with NASA security regulations and directives pertaining to security and resource protection. * Must be capable of managing a security force tasked with the mission of protecting manned and unmanned space flight hardware. * In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification document form upon hire. * Required to adhere to all government agency guidelines as it applies to COVID vaccine Attestation/Restrictions. Knowledge, Skills and Abilities: * Skill in operating a personal computer and standard office equipment. * Must have knowledge of a variety of computer software applications in word processing, spreadsheets, database, (MSWord, Excel, Access, Power Point), and Outlook.
